HTML5 playback issues on youtube stuttering and choppyness

Hello everyone,

I have been having issues with HTML5 since last November. I have used a variety of solutions in an attempt to solve the issue. I disabled hardware acceleration that didn't work and only made videos worse. I tried messing around in the about:config of Firefox from internet help and that still didn't help. I checked to see if my PC had the latest drivers which it does, but the issue is still prevalent. I have even tried to refresh my Firefox, but it still didn't work and the stuttering was still there.

Now here's were things start to get odd. I have a synced Firefox profile and I have the browser on my laptop. When I watch videos on youtube in HTML5 on the laptop, there is absolutely NO stuttering. But on my PC, I have the stuttering issue. The stuttering doesn't happen in chrome, edge, or if I use flash player in Firefox so, what gives?

Create a new profile as a test to check if your current profile is causing the problem.

See "Creating a profile":

If the new profile works then you can transfer files from a previously used profile to the new profile, but be cautious not to copy corrupted files to avoid carrying over problems.

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen) to see if that helps.

I don't think the profile is the issue because I have it synced through FF. If the profile was the issue, it would also be a problem on the laptop too. However, I will try the third option.

Ok so I created a new profile, but that still didn't work. I still saw stuttering and the safe mode also didn't work because, I couldn't connect to the internet.

EDIT: Also, this stuttering only happens in fullscreen youtube videos.
