Password Exporter doesn't work, and the default is to import from another browser which is useless. Avast AV took the passwords over, but after a while I decided I didn't like how Avast handled things, and shut that down. But instead of putting the password data back in to Firefox, it just exported a *.csv file...

CSV to HTML conversion isn't going to do you much good. Firefox doesn't use either format for Import or Export of logins data.

Currently there is no way to get a CSV file that was exported by Password Exporter back into Firefox Quantum. Per the developer of Password Exporter an API to access password data in Quantum doesn't exist - yet and may not be in the cards.

You can consider to use the Firefox 52.5.3 ESR version to import the passwords with the password exporter extension and copy the resulting logins.json and key3.db files to the current profile folder. Don't use you current Firefox release with the 52 ESR version, but use the Profile Manager to create a new profile when you first start Firefox.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.

I have to say, this is just dumb. To have to go through such a complicated set of steps just to restore a password file. I cannot believe that the people writing the code did not think that importing from something other than another browser would be necessary.

Man, I may have to reconsider my use of Firefox...
