To move a shortcut on the Android homescreen, long press on the shortcut and rag it to where you wish it to be.

To rearrange top sites on the Firefox for Android homescreen, you will need to remove it and re-add the top sites(s) in the order you wish them to be.

I meant the Firefox mobile browser's Home Page. Only options are to add, pin, edit, remove. There is not a way to rearrange the order of the shortcuts on the Home Page of the browser.
