I just want to keep 28 i'm happy with it and this is getting annoying having to keep installing it because Firefox thinks it can come into my computer and update their new version when i don't want it.

Have you tried the steps in this article: Advanced panel - Accessibility, browsing, network, updates, and other advanced settings in Firefox.

Please be aware that Mozilla discloses security flaws after each new release, so using older versions does increase the risk of compromising your system.
