How can I access Firefox Options on PC using keyboard short cut since I am using JAWS and cannot locate the Menu?

I am assisting a blind student who uses JAWS on a PC. Since the most recent changes in Firefox there appears to be no keyboard short cut to bring up the Firefox Menu so that he can access Options.

We see that Mac uses Command+,

Is there a short cut for PC users, especially for those who rely on keystrokes for accessibility?

Alt to show the Menu Bar, then hit the letter T to open the Tools menu, then O to open Options.

Note that you can still have the menu bar visible all the time via the right-click context menu or via View > Toolbars.

You can also select in the Customize palette window ("3-bar" Firefox menu button > Customize) what toolbars to display or hide.
