Can the location of profiles.ini be changed

I have moved the profile folder to a custom location and want to move the profiles.ini file to the same location so that the TBird folder can be deleted from C:\Users\Me\AppData\Roaming\. Can this be done or will profile.ini have to remain in this location.

profiles.ini has to remain where it is.
