Plugin Container consumes no CPU, but Firefox seems to handle all Flash

Whenever I open lots of Tabs with Flash, Plugin Container does not even consume 1% CPU but Flash seems to handle it Firefox.exe using more than 50% even lot of more of CPU percentage. I see that every setting seems to be OK, other that that any setting I may not be aware of. What would the reason be? Firefox freezes most of the time when there are Flash heavy sites. Or - is it normal that Plugin container not handle the CPU power?
