Phishing emails appear in Thunderbird but not in my ISP account.

A Phishing email appeared in my TB inbox. Before junking it I went to my ISP inbox. The email was not there and could not be junked 'at source'. This has happened before. It seems this email (and others) have their origin in TB. Is this possible? If so, how can it be prevented?

No, it isn't. My best guess is the message slipped through your provider's spam filter. You have a POP account and the message gets removed from the server when you download it with Thunderbird.
