I have set my homepage to "about:newtab" and the URL for a newtab the same. However, while the homepage has been zoomed out one step i.e. Ctrl 0 followed by Ctrl-, and this is remembered each time Firefox starts or the homepage icon is clicked, when a new tab is opened it remains resolutely at the largest size i.e. Ctrl 0. Is there any way to fix this?

I don't think we've found a way to save a custom zoom level for that page, but you could check this thread for a discussion of other workarounds:

How do I change the default zoom for New Tab only?

In the address bar, type about:newtab<enter> Set the page zoom as you want, go somewhere else, then return to test it.

Obviously I have tried this already. The page zoom is remembered for the home page (which is set to "about:newtab") but not for a new tab (also set to "about:newtab").

You can rename (or delete) the content-prefs.sqlite file in the Firefox profile folder to reset the page zoom for all websites.

Type about:support in the address bar and press enter.

Under the page logo on the left side you will see Application Basics. Under this find Profile Folder. To it’s right press the button Show Folder. This will open your file browser to the current Firefox profile. Now Close Firefox.

Locate the file. Then rename or delete it. Restart Firefox.
