I have followed the prompts to upgrade to 35.1 which appears to have been downloaded and installed. It prompts me to restart, yet after restarting, the prompt starts all over again.

Hello Steve_rn, please try to download a fresh copy firefox from the next full installer link, and then install that copy over your current :
