All server settings are in Thunderbird installed on your computer. Get the correct settings from your provider and change them. Tool-Account Setting

The Mozilla database is for use by the setup wizard and is a one time thing. It sets the last known settings used by popular providers. It is up to the provider to keep Mozilla informed of any changes.

FYI: If you can send at all your settings are correct for your provider. You only connect to your providers SMTP server to send. If you are blocked for just some addresses then this is another issue. There should be a reason stated with the return mail. Too bad your providers help desk is not smart enough to actually help you.
