Other than my question, there isn't really anything else to say. Many times, when I open a new browser window, none of my Bookmarks are displayed in the Bookmarks Toolbar, and neither are any of the Menu commands (File, Edit, View, History, etc.) or my tool icons (Bookmark This Page, Show Your Bookmarks, Save to Pocket, Display Progress of Downloads, etc.).

Some websites open popup windows that intentionally have limited features (such as no menu bar or toolbar). If you find this annoying, you can disable this behavior by following the instructions here: Prevent websites from disabling new window features
