Often a page opens with several dialog boxes for input, but nothing is selected. Is there an easy way, short of using a mouse to select, say, the top dialog box - after one box is selected, then navigating by tabbing will becomes relative to the inner page.

If top dialog box is not selected when a page is displayed after loading, you generally need to press several times Tab key, because top elements (like a logo or headers of a toolbar) are selected firstly.

For example, on IMDb home page, you need to press 4 times Tab key before search box is selected.
