While using my ISP email account, these strange symbols  appear in front of my name on my sent emails. The ISP says it is from my browser. What are they? Can they be removed and how? Thanks!

That is a Byte-Order-Mark (BOM) for Unicode UTF-8 (: 0xEF,0xBB,0xBF).

You can get such a mark in file if there you have enabled this feature in the text editor that you used to save the file. If you do not want to have this mark present then you need to disable adding a BOM to saved files. If you see this mark in a file that you receive from others then you can ignore is or remove this code manually.
