I have been troubleshooting issues with Outlook 2007. Different ISPs where I accessed the internet blocked different ports, or so it seemed. I would change ports between 597, 25 & 2525. Removed Avast Anti-Virus, downloaded Thunderbird 38.03.0 (latest version). Realized there was an error in that version with importing mail and other content from Outlook. I uninstalled 38.3.0 and installed 31.8.0. Imported mail content and tried to send test emails to myself. Error notices popped up saying something about the SMTP settings. I tried switching between the previously mentioned three ports, but my efforts have futile.

You have some strange numbers there. You shouldn't guess. The values you need will be published somewhere by your mail provider. 25, 587 and 465 are all possible candidates, and variations on these may be suggested by anti virus software vendors. But we generally discourage users from allowing their av to meddle with Thunderbird's mail stores.

I still cannot send messages. I can receive them, however. Do you have any suggestions or help to offer?
