This could also be caused by the protection programs you have. As a test, disable them.

I believe that is more of Windows Permission issue,can you please try this:-

  • Open Internet Explorer.
  • Click Tools and then options.
  • Click on the security tab.
  • Select the Internet Zone.
  • Click on the Custom Level Button and then scroll down to Download.
  • On the Security Setting Window>under Downloads> enable File download.
  • Click Apply and Ok
  • Restart Internet Explorer

Check and keep us updated.
