Had problem with TB. Uninstalled, installed new. Now when I try to open the program I need to "Run as Administrator". How do I correct this? Running version 38.5.1

When I try to open TB I get he following message: "Thunderbird is already running, but is not responding. The old Thunderbird process must be closed to open a new window." When I close this window and try to open TB I get the same message: "Thunderbird is already running, but is not responding. The old Thunderbird process must be closed to open a new window." The only way I can open TB is with "Run as Administrator" . Thanks, Tom
