Windows firewall wont allow firefox through even after 'fix'

I followed the steps to allow Firefox through the Windows firewall ( removed, re allowed) but still blocked. Switch the firewall off and all works fine, so it is the firewall causing the problem.

Remove the rules for Fiefox and Mozilla. Do not add it yourself. Now try Firefox. If there is still a problem, reinstall the browser.

Thanks for the suggestion, but it made no difference. With the Windows firewall off, all works well. Firewall on- no Firefox. I've removed, then re- allowed in the firewall settings ( both Firefox and Mozilla Firefox entries) and deleted/re-installed the latest Firefox version. Nothing makes any difference!
