When I have a web page that has a PDF document, when I select it it will open a new tab, but the PDF document never opens.

If the PDF is viewable directly in Firefox or in the Adobe software you will probably get an option to save the pdf file.

I note you have the extension PDF Download 3.0.0.2.1 installed, you may need to follow the instructions from that extension, or possibly even disable that if it interferes with Firefox's built in viewer.
