Graphics are bugging out and giving a black screen on certain sections on every site. How do I fix this?

When scrolling through pages the screen bugs out and flickers black. The web page functions as it should but it is extremely annoying and off putting. I've updated the drivers to the graphics card and windows to it's latest update and reset all settings within firefox and made sure no sketchy add ons were running. Ive also used about:config and followed instructions on another question in these forums.

Nothing has worked so far and I have no idea what the problem could be.
