Windows fax and scan will open thunderbird but no longer open the message to compose and send when selecting "forward as email"

When you click "forward as email" from windows fax and scan Thunderbird being the default email app would open and open an email with the scan that was made so you could input a recipient and send but now only opens the Thunderbird client. It was previously working with no changes made. I have tested this set up on separate machines with no issues.

A workaround for this kind of MAPI problem is mentioned in the release notes for TB 52.2:

https://www.mozilla.org/en-US/thunderbird/52.2.0/releasenotes/

i.e. install the MS Visual Studio 2015 runtime library.
