Tabs out of sync on different Firefox, same account and same profile

I have Firefox 32 and 64 bit installed, I seem to be having an issue with the tabs between them only being PARTIALLY synced. 5 tabs appear in my 32bit Firefox when I open it that no longer exist in my 64bit one, yet all of the new tabs from my 64bit one appear in my 32bit one. Currently the 32bit one is running 55.0.3 while the 64bit is 56.0.2 Both share the same profile and sync to the same account. Running Win8.1

Also the "Automatically add" Troubleshooting Information button in this form appears to be a broken link and the directions for manual steps refer to an empty box above the text, when the box is below the text.

I would not recommend using a version of Firefox that is out of date. Firefox 56 updated many users up to the 64bit version of Firefox. This would be the ideal set up for the best support.

Is this profile on the same computer? If so the profile is one profile being synced between two installs of Firefox and the behavior would not make sense.

Is it two different profiles on two different installs of Firefox on the same computer? Make sure the name of the device in the Sync profile is different. The frequency of syncing between devices is 600 seconds (about:config > services.sync.scheduler.activeInternval) - you can change that perhaps?

Same computer, same profile, 2 different Firefox versions. This shouldn't have anything to do with syncing as we are only dealing with local files on the same computer on the same logon.
