Why does Firefox (57.01) choose the Documents folder instead of the preference set Download folder to print pdf files in OSX?

I frequently find this but not always.. I am currently using OSX 10.13.2 and Firefox 57.01 on an iMac I have selected the default folder for downloads as my 'Downloads' folder. When I print a website contents as a pdf file it often goes to the 'Documents' folder instead... I can't see which settings I need to change to default this to a given, in my case the Downloads folder. I can easily force it to go there but it should be the default setting.

Update: This may not be a feature controlled by the browser, also the prefs. downloads directory is not the same as the print to one.

I found a solution: In the mac user home account. Go to ~/library and look for PDF Services.. If not found then create this folder. Then create an alias to the folder where you wish to download files and drag it here. The link will then appear in the option menu when you print PDF. Select this rather than the save as PDF option.
