When I want to reply to an email, the email is always quoted, and I don't particularly care for that. How do I not quote an email. I see where I have the option TO quote it, but I can't NOT quote it.

Do you mean that you don't want to include the text of the original message, or that you do wish to include it but without any special formatting?

The option to include the original message text is found under Tools|Account Settings.

If you want to change the formatting, look to add-ons such as QuoteAndComposeManager or ChangeQuoteAndReply.
