I used to have the option in my application settings of selecting HTML content type and use Excel always as action, but it disappeared. I am not able to open any reports in Excel, like I always have.

Excel doesn't open html contents it has to match excel format to be opened by excel. And then if your file association is messed up excel will not see it or you will not see that open.
