Firefox opens to the defined home site, but will not go to any other sites. This problem started after removing and reinstalling Firefox ESR version 52.8.1. At some time in the past, the same problem was encountered and a problem search resulted in a solution that resolved this problem. I cannot recall the solution, but I believe it entailed opening a Mozilla file folder and deleting some content.
