The design of group policy is specifically to prevent users from installing software that doesn't honor the policies.

So there won't be a version of Firefox that doesn't honor policies.

As a footnote, the Portable Edition is not a Mozilla build. If you have special requirements in that area, you could contact PortableApps about how to build what you need.
