I have found 3 https DNS servers. google and cloudflare appear to work but Quad9 doesn't. I have set network.trr.mode to value of 3 to only use the DNS over https and I found only google and cloudflare work. I used "https://browserleaks.com/ip" to identify my DNS servers.

Is there any reason quad9 doesn't ? Are there any other recommend DNS over http server?

This is for Browser End user help not for recommending DNS or VPN provider support. You should check with your local ISP about such options.

I am displaying the DNS reported while I test DOH since it is not an official standard

This is for of things in relation to desktop Firefox so they can ask for help like this here. You say the only option for help for things like this is to ask elsewhere when that is not true.

Since HTTPS over DNS DOh is still experimental I am posting for others to make comparisons.

I believe at the current date Jan-2019 that DOH on firefox is not viable option because you cannot use DOH exclusively on so that you can tell how the it resolves. For example network.trr.mode

set to mode 3 in the about:config should perform this but Firefox fails to resolve any sites when network.trr.mode is set to the value 3.

I have found as of Feb-11-2019 that DNs over hTTPs is not working on 2 of my High sierra Macs. I have the DNS set on the local Mac to a false DNS value so only ff can resolve through https://mozilla.cloudflare-dns.com/dns-query.

feb-17-2019 setting network.trr.mode to a value of 3 does not resolve any sites using https://www.competitionbureau.gc.ca/ for the HTTPS resolver.
