I keep getting this message while watching videos usually after a couple minutes, and if i try to skip forward to where it left off, i get the same message immediatly. Its so damn frustrating spending time watching a video for it to crash halfway through and then not be able to contiue where it stopped!!!!

I clear the data cache on my phone regularly. I cleared it again to make sure, but I'm still having the same problem.

Yes. The issue, as you state, is Network Error. This means "somewhere in the internet anywhere between your phone and the server (inclusive)" there is a problem (high latency, disconnection) with the data reaching your phone at all.
