When I check the box for "Ask to save logins and passwords for websites" the box is changed to unchecked whenever I exit and return to Firefox.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Press the Exceptions button and see what's inside.

This is a recent (as of last Firefox update). The settings are correct and logins are saved. After exiting Firefox, then opening it again, the setting for Remember Logins will not be checked.

Just in case the above doesn't solve the problem :

Would you please make sure that you're not in permanent Private Browsing mode :

3-bar menu (or 'Tools') => Options => Privacy & Security => under 'History' => Firefox will : choose : 'Use custom settings for history' Uncheck : 'Always use private browsing mode'

Do you have an external password manager installed, like Roboform, or Trend Micro Password Manager (see cor-el's post)  ? If so, would you please disable it and see if that will make a difference  ?

I need/use both options, though. If I have to do without one, it would be the Firefox option.
