Chosen solution

In Firefox, if you press the three line menu on the right side of the screen, there is a Customize option there. In the customization screen, there will be an element called New Tab. Drag and drop that onto the screen where you want the new tab button to be placed. Then press Done.

For more information, please see Customize Firefox controls, buttons and toolbars.

NOTE: Sometimes the plus button will appear to the far right side of the screen when you are editing the layout and drag it into place. That's normal and it should shift back to where the tabs are when you finish editing.
