How can I use 1,2 keys to go to previous/next tab?

I tried ShortKeys but it does not work.

The problem is that I want these keys to work only when the focus is not inside a text form.

you can use alt + 1 to go to first tab you can use alt + left arrow to go to previous tab you can use alt + right arrow to go to next tab

I know but I do not want that. I want to use 1,2 when the focus is outside text forms.
