Firefox uses the Google SafeBrowsing service for lists of phishing and malware sites. More info: How does built-in Phishing and Malware Protection work?

When retrieving updated lists, Firefox uses a dedicated cookie for those connections that should not cross over to any browsing you do on the Google site in regular tabs. So you can block Google cookies for regular web browsing if you like.
