I've been unable to see in settings/preferences if there is any way to notify when an e mail arrives in these folders. It seems all you can do is periodically check the folder, which seems a bit basic. In my experience it has happened on many occasions when a non junk e mail sits in the folder undetected when it is from a known sender

Try this: right-click the folder, Properties, check 'When getting new messages....'.
