Sorry to hear about this problem. Unless a Refresh crashes mid-way through, you definitely should still have your saved logins and bookmarks.

When a Refresh completes, it moves your old profile folder to your Windows desktop inside a folder named Old Firefox Data. Can you find that folder and check inside to see whether it has fresh data files?

Logins are saved using a pair of files: logins.json AND key4.db. (See: Recovering important data from an old profile).

If you are handy with Windows File Explorer and renaming/copy/pasting files and folders, you would launch your current profile folder (see Profiles - Where Firefox stores your bookmarks, passwords and other user data) and replace the newly created logins.json file and key4.db file with copies of the two older ones. (Note that Firefox should be closed when replacing data files or they might be overwritten when Firefox next closes.) IMPORTANT: do not accidentally replace the older ones with the new ones.

If you would feel safer with more "step by step" directions, please let us know.

Note that you should keep backup copies of files you replace like logins.json and key4.db just to be sure.
