Is scrolling possible with function keys that emit escape sequences?

There is an Add-On called Shortkeys that allows custom actions to be assigned to various standard key combinations (ctrl-A, alt-X, etc.) but this does not work for keys that emit escape code sequences.

I have a keypad that I use for motion commands, including scrolling, in my vim editor and I would like to use the same keys to scroll up/down on a loaded page in Firefox. Is there any way, including using some Add-On that would allow these keys that emit escape sequences to be assigned to page motions?
