snipping tool is an image making tool. It can save files a many image formats. PNG, JPG and GIF It is those file types that can be associated to an application, not an application. Normally windows will have those file types associated with an image manipulation program like photos or the venerable paint.

What are you trying to achieve really. because I think your process and what you are trying to achieve are not compatible
