.ogv videos will not play. They display and buffer as one would expect, however freeze on playing within the first second. The buffer carries on downloading and then stops short of the end but playing and seeking don't work and the playback simply waits with the loading 'spinning icon'.

What I found that it is related to Ubuntu's pulseaudio. As a workaround can try to remove pulse-audio and use ALSA instead.

sudo apt-get autoremove pulseaudio sudo apt-get install gnome-alsamixer

and run gnome-alsamixer to control sound volume.
