Languages dialog OK button disappears

On the Tools, Options, Content page, if I click the button to choose languages, I get the Languages dialog with the language list, the Remove, Move Up, Move Down, and Add buttons, and across the bottom OK, Cancel, and Help. If I choose a language and click Add, those last three buttons disappear.

More information: This problem occurred on a computer where that list was empty. Apparently, if someone is fool enough to delete all the languages, and saves that setting, you can't add them back in through the GUI.

I edited the prefs.js to correct the immediate problem, but as far as I can see this is still a bug.
