I would like to move toolbars around on the top of the screen so that the toolbars are reduced from 5 rows to 3 or 4 if i reduce the width.

You can not put two toolbars on the same line, but an alternative approach is to move the icons from one toolbar onto another.

Right-click on the navigation toolbar or the menu bar and choose Customize. Then drag and drop the icons from one toolbar onto another.
