I have always used Firefox to view local files with extension "PHP" but now all that happens is that FF tries to open tab after tab after tab until I exit the program.

This is not about processing php but about the simple viewing of web pages with that extension even if no actual php code has been placed yet. Just the HTML portion.

I have not had a problem like this after years of using FF until all of a sudden. Now I can't use it at all because it just refuses to let me preview pages locally.

How can I get my FF back to doing what it always did just fine in the past, view off line php pages?

( NOTE: I am not referring to having a local server actually parse php code, just to display what browser can display without the php engine running, such as the non-php html portions of the page. That's all I need to do and what I have always been able to do. )

You can have infinite tabs opening if you have selected Firefox as the application to handle a file if you get an Open with download window.
Firefox should not be selected as the application to handle a file and you have to remove the action that is associated with that file type.

See http://kb.mozillazine.org/File_types_and_download_actions ("File handling in Firefox 3 and SeaMonkey 2" and "Reset Download Actions")

Set that action in Tools > Options > Applications to 'Always Ask' or delete the file mimeTypes.rdf in the Profile Folder to reset all actions.

You have to delete mimeTypes.rdf. You can find it here (Windows XP): C:\Documents and Settings\Username\Aplication Data\Mozilla\Firefox\Profiles\xxxxxxxx.default.
