There's a "Sign In" link top right of screen, so that will trigger the Master Password utility even if you don't propose to sign in. Just click Cancel if you don't want to login.

Twitter is not playing nice with Firefox master password feature. That's dumb, unsecure and serve no purpose at all. Twitter has bad programming issues.
