Click the Firefox button, go to Options | Options | Advanced and in the General tab, checkmark the option: Warn me when websites try to redirect or reload the page. This will disable automatic page reloads.

It is still reloading... i upgraded to the 4.0 and since then my second tab keeps reloading

Some pages reload automatically via JavaScript or via a meta tag (meta http-equiv="refresh").

My second tab is open for Mafia Wars... it wasn't dong this like 2 days ago... so not sure if it a FB problem...or i need to change something

This can also be caused by one of the extensions (Tools > Add-ons > Extensions).

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
