If you see the images in Tools > Page Info > Media then that means that there is a setting that block them from being display in the browser window.
Are you blocking third-party images?
You can check if the pref permissions.default.image is set to 1 on the about:config page.

To open the about:config page, type about:config in the location (address) bar and press the "Enter" key, just like you type the url of a website to open a website.
If you see a warning then you can confirm that you want to access that page.
- Use the Filter bar at to top of the about:config page to locate a preference more easily.
- Preferences that have been modified show as bold(user set).
- Preferences can be reset to the default or changed via the right-click context menu.

If images are missing then check that you aren't blocking images from some domains.
- Check the permissions for the domain in the current tab in "Tools > Page Info > Permissions"
- Check that images are enabled: Tools > Options > Content: [X] Load images automatically
- Check the exceptions in "Tools > Options > Content: Load Images > Exceptions"
- Check the "Tools > Page Info > Media" tab for blocked images (scroll through all the images with the cursor Down key).
If an image in the list is grayed and there is a check-mark in the box "Block Images from..." then remove that mark to unblock the images from that domain.
There are also extensions (Tools > Add-ons > Extensions) and security software (firewall, anti-virus) that can block images.

Thank you for the tips, but none of the recommendations needed to be implemented. Pictures load fine using Internet Explorer and Google Chrome. I cannot find anything in my Norton 360 settings that treats Firefox specially.
You can use these steps to check if images are blocked:
- Open the web page that has the images missing in a browser tab.
- Click the website favicon (How do I tell if my connection to a website is secure?) on the left end of the location bar.
- Click the "More Information" button to open the "Page Info" window with the Security tab selected (also accessible via "Tools > Page Info").
- Go to the Media tab of the "Tools > Page Info" window.
- Select the first image link and scroll down through the list with the Down arrow key.
- If an image in the list is grayed and there is a check-mark in the box "Block Images from..." then remove that mark to unblock the images from that domain.
Thank you again, cor-el, but I am still stymied. When I do "Tools > Page Info" and go to the Media tab, then select the first image link and scroll down through the list with the Down arrow key, no images in the list are grayed and there are no check-marks in the box "Block Images from..." Interestly, if I then use the Up arrow key to scroll from the bottom of the list, ALL THE PHOTO IMAGES APPEAR CORRECTLY in the Media Preview pane!

Yes! Thank you. permissions.default.image had been set to 3. Now, with a setting of 1 pictures appear fine.
