How can I make tab close buttons always visible for all tabs?

I have the browser.tabs.closeButtons setting set to '1' or "display close buttons on all tabs," but the problem is, as soon as I have about 6-10 tabs open (varies by screen size) the close buttons disappear except for the active tab. I'd like to keep the close buttons available, at least make a close button appear when I hover over the tab with my mouse, so I don't have to switch to it or right click on it in order to close it...
