I'm running version 4.0 Beta 7-I can't get version 8 upgrade to statr downloading

when I click on the download button it seems to start connecting for about 2 seconds, then it just stops & won't do anything. Every time I try, the same thing happens. I have also noticed on a couple of other sites I have downloaded from before that the same thing happens-downloads don't start at all.
