Cannot use my side up scrool bar with fire fox down works; both work with Internet Explorer

It appears that there is a dead spot in the firefox browser that I do not have with Internet Explorer. The scroll up on my side bar does not work and on the same level across the web page I cannot access other menu options or drop down boxes such as Search Firefox Help drop down box.
