I have several cookies that will not delete. They won't delete individually. They won't delete with delete all. When I click "Remove Cookie",the cookie changes name; repeat the process and the name changes back

It could be that you have a website open that is setting that cookie as soon as you delete it. Maybe try closing all tabs except one with about:blank in the address bar (blank page) and then try deleting those cookies.

If clearing the cookies doesn't help then it is possible that the file cookies.sqlite that stores the cookies is corrupted.

Rename (or delete) cookies.sqlite (cookies.sqlite.old) and delete other present cookie files like cookies.sqlite-journal in the Firefox Profile Folder in case the file cookies.sqlite got corrupted.

  • Help > Troubleshooting Information > Profile Directory: Open Containing Folder

Start Firefox in Safe Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).
