Specific apple support website will not load or download

I am on the phone with apple care trying to download this link:

We disabled the firewalls and the still receive the message below:

Unable to download file An error occurred while downloading the file. Please contact IS&T Helpline to report your issue

All other websites are working properly.

I get that as well, with Mac OS.
