I've downloaded Retrogamer toolbar and get a message that the add-on is disabled, how do I enable it?

I've been instructed to manage an add-on which has been disabled after downloading retrogamer toolbar. There are many add-ons and plug-ins disabled. How do I determine which one to enable? What would happen if I just enable all of them? Would this cause slow down to computer? There seems to be an option to manage the add-ons with the notice to manage the add-ons but it doesn't work.
